Indonesia, as a diverse nation with various ethnicities, religions, races, and cultures, often experiences inter-religious conflicts, particularly regarding the construction of places of worship. Despite the regulations outlined in the Joint Ministerial Decree of 2006 (PBM 2006) regarding the establishment of places of worship, their implementation is perceived as inadequate and tends to be discriminatory. A qualitative study conducted by The Indonesian Institute, Center for Public Policy Research (TII), from November 2023 to February 2024, focusing on the implementation of PBM 2006, particularly concerning the requirements for establishing places of worship, offers recommendations to promote policies for the establishment of places of worship that ensure the fulfillment of the right to freedom of religion and belief in Indonesia.
Adinda Tenriangke Muchtar is Executive Director of The Indonesian Institute, Center for Public Policy Research (TII). She is also Analyst of Political and Public Policy Affairs, concerning issues on democracy, good governance and good governance). She completed PhD in Development Studies at Victoria University of Wellington with New Zealand Scholarship Program in 2017. Adinda was the First Indonesian Sumitro Fellow (2007), when she did a research on “The Roles of the U.S. NGOs in Promoting Democratization and Governance Reform in Indonesia”.
